OPTION "B"is correct "RULE OF LAW".firstly what is RULE OF LAW?rule of law is the absolute or supremacy before the law.in this cases all the citizen of the country are EQUAL before the LAW.and respect it.for example the president of a country can't say that because his is the president that he wanted to kill someone because the person talk to him unpolitely..because the person has his or her RIGHT TO LIFE.and as we all knew that nobody can deprived us of our RIGHT.what the story above means that EVERYBODY IS EQUAL UNDER THE LAW,NO MATTER YOUR POSITION.

The rule of law; "The authority and influence of law in society, especially when viewed as a constraint on individual and institutional behavior; (hence) the principle whereby all members of a society (including those in government) are considered equally subject to publicly disclosed legal codes and processes."
