During colonial administration,the office of the warrant chief was introduced in Eastern Nigeria.
In the Eastern Nigeria, traditional rulers or paramount chiefs could not be easily identified. For instance, Obiship was not clearly defined. The colonial masters therefore decided to select some people and imposed them on the people as their chiefs. Such chiefs were given certificates of recognition and they were referred to as Warrant Chiefs.
Their functions included some of the following:
1. Trying of cases that are customary traditional in nature.
2. Supervision of communal works.
3. Passing of bye-laws
4. Collection of taxes .
